Read the load rating before you plan the layout
The stated 18 lb capacity is for the whole unit. Across twelve shelves that works out at about a pound and a half each, and that single figure decides what this greenhouse is for.
It is a propagation and overwintering structure. Seedlings, cuttings, small pots and plants you are sheltering from frost — that is what those shelves are sized for. A watered 1020 seed tray is already several times one shelf's share, and a wet 5-gallon grow bag weighs more than the entire greenhouse is rated to carry. Mature plants go on the ground inside it, not on the tiers.
That is not a criticism of the product, it is what a soft-sided greenhouse is. If you need shelves that carry real weight, a steel wire rack is rated at roughly 100 lb per shelf — a different tool for a different job.
Anchor it
A PE cover is a sail, and the most common failure here is not a sagging shelf but the whole unit moving in wind. Weight the base, anchor it, and site it out of the prevailing wind.
